You may need to fresh install win98 again, or try rename your hardware
profile, reboot, when asking which profile to use, select none, let win98
redetect all hardware.

I didn't see any USB port damaged by hot swapping, but I'm not 100% sure as
anything could happen... The only case I know of is that if you have
unexpected metal object inside USB port, you could short the port or even
mobo (happened in our workshop once).
