easy, from start button -> Run -> run the command "msconfig". It will bring
up a pop up window, click "start up", uncheck anything you don't like (and
reboot).
This works with win98, for win95, press Ctrl-Alt-Del, bring up "Task
Manager", close PC-cillin, then remove it again.
