All of your recommended commands work fine with one tiny problem.  They do not make the toolbars appear.  I have also noticed that sometimes the Norton's toolbar is working, even if not visible, but most of the time it isn't working at all.  Haven't had time yet but intend to compare all settings for IE in detail between my desktop which works fine and my laptop, which doesn't.
