I have seen a hard drive ribbon cable connector inserted 180? out of phase,
i.e. number one pin on connector not at number one pin on hard drive, cause
this problem.

connections that I know to connect are secure, but when I turn the power
on, the
power LED blinks one briefly and the power supply doesn't come on.  It's an
AT
mobo and I was careful to insert the power connectors to the power supply
correctly (with the black wires to the inside).  Outside of a rotten power
supply, can someone shed some light on why this is happpening?  Any help is
appreciated.
