Did you check the Monitor setting for Windows 95?  If it is set to assume
the monitor is only capable of 640x480, then it will use the virtual screen
to allow you to run at the higher resolution.  If you set it to the right
monitor (or at least) a 800x600 screen, that may take care of it.
