Depend.  Some mobo can be flashed under windows, they provide such utility
on CD or download.  still, the saftest way to do it, is using a floppy disk,
he can borrow a floppy drive for few mins, just for the flash job.

Do not try to run BIOS flash on ZIP drive, just as the rule: never flash
from a HDD.

The idea of "Legacy free" PC is good, but it lacks of ability in some
important but rarely used areas, eg flash BIOS, need to install 3rd party
disk controller during installation of NT based OS (NT, win2k, XP) while a
floppy drive is a MUST and disaster recovery.
