You may have some programs running that just take their time shutting down.
Before shutting down, use control/alternate/delete to bring up the list of
running programs. You may find a lot more than you thought. Through
'start/msconfig/startup' you can view start up programs and uncheck those
that are not necessary. A few may reinsert themselves because they are
controlled in the registry or elsewhere rather than msconfig.

Cleaning out excess files using disk cleanup, checking directory/file
structures using checkdisk, and doing a defragmentation using disk
defragmenter can't hurt and may improve the condition. As always, check for
viruses and spyware when the system unexpectedly slows down.

You can also try a program in WINDOWS\SYSTEM32\shutdown.exe -s -t 1 (there
are spaces between the parameters) which will force running programs to shut
down. It closes down my system faster when I use it though your condition is
excessively slow.

My computer take around 10 to 20 minutes to shutt down, I recently change
the power supply to a  new, because the old one burn; I check the bios
setting, the power setting is configure correctly, hibernate is turn off, I
don't know what else to try, can anyone help me?; I have HP pentium 3 1.2ghz
with 512 mb , the power supply is 450 W, the old one was 300 W, I check all
