Nice op-ed Mr. Mbai. To add to what you've already said;

How Senegal qualifies a refugee as a political dissident is extraordinary. I'd like to know the juridical basis for that. When Macky Sall and his Bennoo coalition were at the mercy of Wade's wrath, I am sure he had the clairvoyance that he was not a political dissident then aiming to topple Wade's "Democratic government" and we were all there behind them to ensure no harm came to him, Youssou Ndure, and their colleagues.

In the annals of treaties and conventions, the UN convention on Human Rights and on political refugees TRUMPS ECOWAS or other regional or sub-regional and coercive conventions and treaties. And all treaties are conditional on the rule of equitable law.

Subject: [G_L] Senegal Is Not Gambia's True Ally: Macky Sally Disappoints Africa!


Senegal, under the weak leadership of President Macky Sall, has proven to be a 
bad ally of the Gambia and her oppressed people. We will tell you why Senegal is 
a bad ally to our country. Macky Sall and his caretaker government do not value 
refugees's rights. Senegal is now going after Gambian political exiles by 
forcefully deporting them under the disguise of safeguarding the ECOWAS 
protocol, which forbids member nations to be harboring political dissidents 
plotting to overthrow a "democratically elected government." We all know that 
there is nothing like democratic government in the Gambia.  

The hypocrisy in the Senegalese government's way of conducting state business is 
mind bugling to say the least.  Senegal can't have it in both ways.  

Macky  Sall's leadership is the most untrustworthy leadership in Senegal's 
history. The regime in Dakar will never recover from the latest treachery it 
hatched against suffering Gambians. Macky Sall is now telling us that he doesn't 
care about the plight of our suffering people. He also stand to be accused of 
collaborating with monster Jammeh to have our people killed.   

Diplomacy based on economic gains and not genuine bilateral ties will not last 
long. Senegal's relationship with the Gambia has been motivated largely by 
economic interest. Senegal will rather prefer a liability leader like Yaya 
Jammeh, whose leadership is paving the way for Senegal to tap Gambia's wasted 
economic opportunities. Yes, Gambia's economic and political miseries is a 
blessing in disguise for the Macky Sall leadership.   In that, since the Gambia 
has been listed as an undemocratic nation, all foreign direct investments that 
were supposed to come to the Gambia will instead finds its way in Senegal. 
Senegal's import and reexport trade cover has doubled over the years due to the 
power vacuum in the Gambia. Investors have turned their back at the country. 

That's not the end of the story. Gambia's domestic E-commerce has also been 
dominated by Senegalese. Half of Gambia's business population are Senegalese. 
You see why Senegal cannot afford to anger Jammeh. Jammeh is their whore 
partner. They rather maintain the whore that  they know than the one that they 
didn't know. 

Any diplomatic row between the Gambia and Senegal would have far reaching 
geopolitical and economic ramifications against the former French colony. 
Senegal is aware of the economic benefits associated with having Jammeh as a 
leader in the Gambia. The Casamance rebellion is not a priority for the Sall 
regime. Economic exploitation in neighboring Gambia transcends the peace and 
tranquility of its people in the Southern province of Casamance.  The Gambia has 
been transformed as an out let for the sale and distribution of cannabis and 
timber from Casamance. Both countries have been linked to the illicit drugs and 
timber trade.  

Now let us address the recent deportation of Koukoi Samba Sanyang by the Macky 
government. Koukoie committed no crime to warrant his deportation. The bottom 
line is:Senegal decided to throw him under the bus after years of dining with 
the man. Koukoie was a personal friend of the former Wade government.

For Macky, he wants to appease dictator Yaya Jammeh by deporting  Koukoi Samba 
Sanyang, but at the same time he (Macky)  created the man he today painted as a 
rebel. Macky was at the helm of the Wade leadership, when the PDS government, 
that he served in various capacities under the leadership Abdoulie Wade issued 
Koukoi with Senegalese traveling documents, house to stay and monthly monetary 
allowances.  Koukoie is a familiar face to Macky Sall. Macky Sall was Senegal's 
interior Minister, when Senegal hosted Koukoie. Macky cannot deny that the PDS 
government never issued Koukoie with travelling documents. He cannot also deny 
that Koukoie was not been look after by the Wade government.  

The reason given for Koukoie's deportation was flimsy. Where was Macky Sall, 
when evidence emerged from Jammeh's Kangaroo courts that Senegal backed the 
former CDS Colonel Ndure Cham to overthrow Jammeh's regime? Is Ndure Cham not 
hosted by the Macky government? Why  going after Koukoie and sparing the other 
Gambian exiles? Is this what you call selective justice Macky?  

To further expose the hypocrisy of Macky and his leadership, was it not the same 
administration which allowed Sedia Bayo to use their soil to declare war vibes 
against Yahya Jammeh and his regime.  The same Bayo was allegedly received by 
some officials of the Macky leadership. What is more  subversive than allowing a 
non Senegalese national using your airwaves to declare a war against a 
neighboring country? Oh, I forgot, Macky at the time wanted Jammeh to go. What 
led to the change of heart brother Sall? Has Jammeh met your demands to produce 
the bodies of your murdered nationals: Tabara Samba and Gibbi Bah? Has Jammeh 
release Salieu Nyang? Or has Jammeh promised to allocate you with some shares 
for the oil to be drilled in the Gambia? We know that you are an engineer by 
profession.  You want Senegalese oil experts to dominate the Gambian market?  

Without any disrespect intended, Macky Sall is not ready for the job availed to 
him by the Senegalese people. I do not think Macky was certain of becoming a 
President in his lifetime. This has been proven by his poor decisions and lack 
of good judgment in handling state matters in Senegal. Senegal has seized to 
lead in the affairs of the continent  since the fall of his predecessor Abdoulie 
Wade. Senegal needs a strong leader with a vision. Macky should man up and lead 
Senegal.

Obama invited him to the White House due to Senegal's democratic culture. If he 
continues to behave the way he is behaving, he will loose the respect of 
Senegalese, the world and the international community. Macky is stop worrying 
himself with trivial matters and pursue the bigger picture. Senegal would want 
to see him restore peace in the Casamance, improve the living conditions of its 
people and protect fleeing refugees from the region. 

Do not get  me wrong.  Macky Sall is surrounded by seasoned politicians and 
bureaucrats. But he lacks the leadership to make firm and good decisions during 
crisis situations. The case of Koukoie Samba Sanyang could have been handled 
differently. But you tell that to an open minded leader. 

Macky is likely to fallout with his team before the next elections.  I see it 
coming. He runs the country by patronizing his friends, critics and perceived 
enemies. The first thing he did was when he came to power was to infiltrate the 
media. He offered jobs to political commentators, critics and journalists 
critical of the PDS government in order to have a peace of mind. There is no 
much difference between Macky and Jammeh.  The only difference is that: Jammeh 
is a killer and Macky is not.  

Senegal has nothing to gain by declaring Koukoie unwelcome to their country.  
The average Gambian has now lost faith in Macky and his regime. In this 21st 
century, Macky Sall is acing like an imperialist. England will rather grant 
asylum to Koukoi than deporting him. Macky Sall's poor leadership has put 
Senegal in a funny position.
