indeed it may not be smart, on the otherhand if the provocation we are
going to get is a dirty bomb set off in say your area of the carolinas, are
we going to think it was smart to wait? or say the provocation is nerve gas
into another country over in that area? would we think we were smart to
wait? i do not want any war that can be avoided, but, then we ignored Japan
up until pearl harbor.
as to the world courts, i have never thought it smart to hand over u.s.
soveignty to any part of the un or other world organizations.
i wish i had the answers,(i don't) if i did i would be a presidental advisor
instead of a grunt civil servant here.

OK, I may not get many people happy with me for saying this, but I don't
think
it's the smartest move, making a move on Iraq without Sadaam moving
first.  We
ended the war in the Persian Gulf back in 1991 and to go back there now,
10
years later and strike at them without provocation is not terribly
smart, in
my opinion.  I'd be very surprised if we weren't called into the World
Court
at The Hague and not charged with war crimes for it.

To the rest of the world it's irrelevent whether Bush I finished the job
or
not.
