Binder is one big item, but the average latex paint today contains upwards
of a dozen ingredients, and you can go cheap or go quality on just about
every one of them. For white paint, the amount of titanium dioxide (and its
quality) are a big cost factor.  If you get away from pure acrylic resins
and go for aliphatic polyurethane the 50 to $100 a gallon number is
realistic. But you should still be able to do a decent acrylic latex in the
20's.
