"One of the problems we found downtown is that the lighting currently on Wall
Street is truly dreadful," said Julie Menin, president of the nonprofit Wall
Street Rising neighborhood coalition, who lives nearby.  "It's yellow. It's
not uniform. There are very dark spots."
