Some 2-meter repaters (notably, one of those in my area) transmit a
PL-tone all the time.  However, they don't always require an incoming
PL-tone.  A controller will turn the tone requirement on when s/he
detects interference (intermod or whatever).  In my area, interference
was the principle reason a PL requirement was introduced.  But it isn't
rieogorously enforced.  If you want to access the repeater 24/7 no
matter what, though, you need the tone on.
