the last 3 routers i've had have had the option to adjust transmit power.
i would guess most new routers these days have that option...though I don't 
know why.
Perhaps to avoid RFI or something in a building with allot of wireless 
routers, but I would think setting the transmitter to max power and leaving 
it would satisfy most users.
that's how it is set by default anyway.  Turning it down only causes 
connection issues.
though i've turned mine down to 25 percent and seen absolutely no change in 
performance...i'm only ever up to 25 feet away from it anyway.
