I am not saying that these paratransit services are the greatest as we all
know, but as handicapped people we are entitled to use them when we need to.

I would think so, but with no money in it, lawyers aren't interested and 
governments thumb their noses at the law while they save those holly tax 
payer dollars, so they can spend the money on things like roundabouts,
