You are right, if you are using a true counterpoize.  We are probably not 
being technically correct here.  A counterpoi makes a virtical beam with the 
reflector being the bottom element.  What we are really talking is an 
attempt to put the radio at the center of a dipole.  It's an interesting 
question.
