If I understand correctly, D-Star is actually a digital voice mode  
(i.e. a digital over-the-air transmission), complete with things like  
text messaging. EchoLink is just a way to link radios using the  
Internet instead of phone lines or RF links, presumably with the  
radios at each end being standard FM voice.
