does anything else not work? Far as I know you can only lock the key pad and 
that will allow you to still set the squelch and I think the balance. form A 
to B receiver, I'd check the balance on the A to B receiver volume too, but 
anyway, that is very strange. I've played around with mine and can't make it 
do that. There is no way to chance what is locked really, only thing you can 
change there is weather or not the tuning dial is locked or not.
