Yes I have changed the driver.  I downloaded the latest driver file from the 3COM/USR Web site.

Just for clarification, normally my ISP modem answers after one ring.  In rare cases, when the ring repeats, the modem seems to think that the line is busy and hangs up.

It displays an error message: ERROR 676, the Line is Busy.
