This is very interesting and not totally clear. There are two distinct fees
regarding Vanity Call Signs; the initial application fee and the renewal
fee. This NPRM clearly states that the application fees are to be
eliminated but it is not clear if the renewal fees are also to be
eliminated. There is no redundancy in fee collections for renewals as there
is for multiple applications for the same call sign. Time will tell.
