Nope, the reason is that because Citizens Band is 27MHz, the amps could be 
easily used on that band.  So, the 10-met3er band is disabled and you get 
the info on how to enable it upon providing proof of your ham license. 
Citizens Banders can get a license, although I'm sure the vast majority 
don't have one, and they are limited to 5 watts.
