I am not sure what you have, but if you can hair pin the ends of the 
antenna, you might have a chance.  Most of the radiation comes off the 
center part of a dipole type antenna.  assumming you can get ten feet of 
mast on top of that tower, I'd start thinking of making folded unipoles, 
shunt feed options, top loading virticals, etc.
