I don't have one of these radios but I do have a copy of the manual.

I couldn't find anything in the manual to suggest that the announcement of
the output power could be altered.

The following is excerpted from the manual which I have.

RF power output
Hi 50 W
Mid Approx. 10 W 25 W
Low Approx. 5 W

Maybe some one already ask this question, and I missed it.  Is it possible
to set the speech  to speak the power of the setting in stead of just saying
"low medium and high" for  the TMV71A?
