I'm opposed to this kind of law.  In our house, pretty much all the
incandescent bulbs are being replaced with CFL's when they burn out.

But we have four cats, two of whom are young and active.  Sometimes
they knock over table lamps and break the light bulb.  Our house would
be a mercury-contaminated toxic waste site by now if we had CFL's in
table lamps.
