there are a couple that spring to mind immediately that are still availible.
first is the Kenwood Th-K2at.
its a 2m handheld with all the modern features of a VHF HT...tx and rx
tones, weather, keypad entery of frequency, probably a whole bunch of
memories and so on.
Good price too.
The second is the Icom IC V8 sport.
Extremely well built, rugged, and powerful.  Also, as blind friendly as the
kenwood th k2at as far as HT's get blind friendly.
The v8 has the same general features, CTCSS rx tones, tx tones, weather,
memories out the wazoo, keypad entery of frequency, and a relatively easily
navigated menu system with some quick access keys for most used functions.
Both can be programmed via the computer using the specific software for the
radio.

both of these websites sell the th k2at and the ic v8 for less then $150 I
believe.

There are some older HT's that are great if you can find them on ebay.
The IC t2H is a great one, if you want an old style really bare bones look
for an IC 02at with a ctcss board installed.
i'm sure others will have some more radio suggestions for you.
