Tom,

Before you go tweaking things inside the radio, consider that you didn't 
always have this problem.  An internal adjustment isn't likely to change on 
its own, so you probably have some sort of component malfunction. 
Obviously, it's not any of the things you've already tested since your 
output remains constant.  I'd say it's time to send the radio off to the 
nearest Icom service center and let them find out what's wrong.  Besides, 
that TS-480 is just begging to be played with.
