That isn't responsive to his issue, Jeff.  

Lew, the problem you will have is if you access the internet from a different ISP, you will most certainly need a web-based e-mail solution.  You're right, they aren't nearly as convenient.

What I've found is that how easy it is depends a lot on your internet provider.  Comcast's was harder to access than SbcYahoo, for example.

Another option would be to use an e-mail accoount that allows you to use a pop3 server and then incorporate that into your Outlook Express account settings.  Yahoo has this, but at a cost.  Google Mail has the ability to be downloaded but you'll need to set up special ports, and you can search for those at Google because I forgot which ones they were.
