The MSI card requires a minimum 350W power supply and an 8X AGP. From 
what I've found it is not 4X compatible so I don't know how  it worked 
for someone else if they had only a 4X AGP slot. Some AGP slots are 
4X/8X. The HP has a 185W power supply and a 4X AGP.

Based on your description, I would suspect the power supply was 
overtaxed and is now unable to operate reliably and/or put out enough 
power. Since, a few times, you got Windows to partially load, there may 
be no other damages. A new power supply can be had in the range of $15 
to $25 and is easy to install. You may as well get at least a 350W power 
supply. You don't need the "biggest and best" because the HP will never 
be able to be upgraded enough to need more power. Of course sometimes a 
more powerful power supply will be on a special sale and cost less than 
a 350W. I use NewEgg.com for power supplies because of their selection 
and great reputation though any computer retailer should have some 
selection of power supplies.

I would not use the MSI card. You probably did not damage it and 
hopefully you can exchange it for a 4X AGP card. The sales person should 
not have permitted you to buy it.
