A couple things I would try:
1. Open Internet Explorer, click on File, and be sure Work Offline is not checked. If it is, just click it once more to remove the checkmark.
2. Once you are connected, try to get to the internet through other applications, such as Outlook Express, or Yahoo Messenger.

3. If these work, it could be just a browser issue, but since it is a new installation of the OS, there is probably no repair option for Internet Explorer in Add/Remove Programs. Try a manual install of just the browser, by browsing your ISP's CD, there should be a .exe file, and so when you double-click it, it automatically starts the installation process.
4. Try deleting and rebuilding the connection in Dial-Up Networking. The main things to know before deleting it is your local dial in access number, and your username and password.
5. If it still does not work, uninstall any and all of the ISP's software (it is NOT needed, no matter what they say...)
6. Delete and rebuild the connection once again.
