Compaq Armada 1750 Laptop problems

This compaq will only boot in safe mode using Windows 95, It would boot in
normal mode untril the win95 screen then reboot , I tired a second hdd with
windows 98 installed on it, this boots up and keeps finding PCI Bus and is
all the time rebooting at this stage of the setup, Has anyone got any ideas?
I believe that this is a hardware problem ???
