You need to speak to your system administrator about the settings for IE. You can try going to IE's tools/internet options/connections tab/lan settings to see if the auto detect proxy settings is checked. Uncheck all the boxes on that dialog box to see if you can connect. Make sure that on the first page of that connections dialog that "never dial a connection" is checked before you go to Lan settings.  If that doesn't work, get your system administrator to set it up for you, as their settings may be unique.
