You speak as though the ones who believe in God are the rulers. What if
those who believe in God are the "outside community?" What if someone
else is in charge, and those who believe in God must live within a
Godless, secular (maybe "infidel" is what it would be called in the
Koran) community? What does the Koran advise those in the circle to do
when the believers cannot live life according to God's law? Are members
of the community, "those in the circle," called on to support more
powerful religions, or atheist rulers?
