I have two VHF rigs that can be programmed via the computer.  The handheld
vx5r has a programming interface that is very speech-friendly
Without that, I would consider the radio pretty inaccessible, but with it,
it's not bad.  Yes, I occasionally require some sighted assistance, but only
occasionally.
The other rig is the Kenwood 707A mobile rig.  I got the optional speech
chip with it, and the manual is available electronically.  The menu system
is a bit tricky, but I have found this radio to be pretty accessible.  It's
easy to check your frequency and set pl tones, and most other functions can
be done without sight.
Without the voice chip, it would have been a waste of money for me.
