Pardon me, I lost the context here. Who is "his"? And who is recommending
workout routines for steroid enhanced persons?

Well, I  am not sure if you can build a    c o m p e t i t i v e   body
since this is not my approach. But for sure you can do bodybuilding on
raw foods only. I am doing exactly this.
I have to add that I'm following the path of instinctive eating which
was described by G.C. Burger. You can find interesting articles about
this way of eating on www.beyondveg.com (and some sarcastic articles
too, hehe).

Instinctive eaters include animal foods in their diet: eggs, fish and
meat (look for good sources!)

Differences between bodybuilding on cooked food versus raw food I ob-
served:

1. I do not need long rests between sets any longer. One minute or less
   is sufficient. The muscles do not react "sour".
2. There is no sour reaction of the muscles after a workout. Okay, if
   I use a muscle I worked out before, I feel, that I stressed it. But
   without movement there is no pain.
3. I am gaining weight without having to eat (denatured) protein powders
   and I am gaining effortless, sometimes one pound per day.
4. I need    m u c h    less workout time. On cooked regimen I did three
   workouts in a week, each lasting 2.5 up to 3 hours. Now I am still
   doing three workouts and each lasts 0.75..1 hour. Of course this is
   also an effect of the reduced resting time.
5. I feel the signals of my body much stronger and I listen to them. So
   if on one day my body tells me, working the legs feels bad I switch
   to another group of muscles or let it be for this day if nothing else
   feels good. I have come to the observation that a day where you are
   doing your training against your feelings is lost anyway.
   OTOH if I feel that the current workout is not enough, I will do more
   sets, more repetitions or use a higher weight.
