Although at first glance << http://www.geocities.com/aestheticdistricts>>,
upon some reflection this guy, however nutty, has some interesting concepts:

<<1. Building facades must be painted or cleaned at least once every 20
years, after an initial cleaning or painting within 5 years of the passage of
this regulation, unless they were painted or cleaned within the previous 10
years. To avoid cheap paint jobs designed to evade the cost of cleanings, a
building that was unpainted at the time of the passage of this regulation may
not subsequently be painted.

1.2 Visible peeling paint is prohibited.

1.3 Inconsistent and patchwork paint jobs are prohibited.>>
