There's no need even to soften it first, just lay out the dry rice paper and plop the next layer on top. Add a bit of liquid to the pan, cover tightly, and bake for 1 hour. It's easy and very good. The rice paper has hardly any flavor; it has a slightly chewy texture, and works perfectly for this purpose. You can even use up all those small broken bits.
