Deux chaînes de télévision suspendues et plusieurs journalistes arrêtés au Somaliland
Reporters sans frontières (RSF) demande aux autorités de mettre fin à la répression qui vise des médias privés au Somaliland alors que deux chaînes qui ont couvert le conflit armé avec le Puntland ont été suspendues et plusieurs journalistes arrêtés.
Accusées d’être “impliquées dans des campagnes politiques” et d’avoir perdu “la neutralité qu’elles sont censées observer”, deux chaînes de télévision privées, SBS et SOMNews, ont été interdites de diffusion selon un communiqué du gouvernement du Somaliland diffusé mardi 29 mai. Les deux chaînes se voient reprocher leur couverture des manifestations qui secouent la ville de Las Anod, capitale administrative de la région de Sool, au sud-est du Somaliland.
Le journaliste pour la chaîne privée SBS Mohamed Ahmed Jama Bidhanshe a également été arrêté la veille alors qu’il couvrait l’une de ces marches de protestation hostiles aux autorités du Somaliland. Cette région de Sool est le théâtre d’affrontements depuis quelques mois entre le Somaliland, autoproclamé indépendant en 1991 mais non reconnu par la communauté internationale, et le Puntland, qui fait partie de l'État somalien. La reprise de combats frontaux à l’arme lourde entre les deux protagonistes qui se disputent le contrôle territorial de la région a accentué la pression sur les journalistes.
Cette arrestation s’ajoute à celle, le 27 mai dernier, d’un journaliste de Bulsho TV, Abdirahman Keyse Tungub, qui avait réalisé et diffusé un reportage relayant l’exaspération des habitants de la région où les combats se sont intensifiés ces derniers jours. Dans un communiqué, le syndicat national des journalistes somaliens (NUSOJ) a condamné une arrestation par les forces de sécurité du Somaliland qui s’apparente à une “manoeuvre pour intimider les journalistes locaux”.
“Nous condamnons la fermeture des télévisions privées et demandons la libération immédiate de ces deux journalistes qui n’ont fait que leur travail, déclare Arnaud Froger, responsable du bureau Afrique de RSF. Au contexte sécuritaire déjà dégradé dans lequel évoluent les reporters qui couvrent ce conflit s’ajoute, depuis quelques semaines, une pression accrue et injustifiée des autorités du Somaliland. Les arrestations et suspensions arbitraires doivent cesser et la liberté d’informer être garantie.”
C’est déjà la troisième fois en moins de quinze jours que des journalistes sont arrêtés pour avoir relayé des critiques sur les autorités du Somaliland. Interpellé à son domicile le 14 mai, le journaliste indépendant Adam Jama Oogle est resté neuf jours en détention après la diffusion sur Facebook d’un post dans lequel il affirmait que les habitants de la région de Sool soutenaient l’unité de la Somalie. Le journaliste a finalement été libéré sans qu’aucune charge ne soit retenue contre lui.
La Somalie (168e) a perdu une place dans le Classement 2018 de la liberté de la presse établi par RSF.
Two TV channels shut down, journalists arrested in Somaliland
The Somaliland government announced in a communiqué today that the two TV channels, SBS and SOMNews, were banned from broadcasting for being “involved in political campaigns” and for not maintaining “the neutrality they are supposed to observe” in their coverage of protests in Las Anod, the capital of the disputed Sool region in the southeastern part of Somaliland.
SBS reporter Mohamed Ahmed Jama Bidhanshe was arrested yesterday while covering one of the protest marches in Las Anod against the Somaliland government.
In recent months, the disputed Sool border region has seen armed clashes with heavy weapons between Somaliland – which proclaimed its independence from Somalia in 1991 but is not recognized by the international community – and Puntland, an autonomous part of the Somali state. The resumption of fighting on the border has increased the pressure on journalists.
Bidhanshe’s arrest was preceded on 27 May by that of Bulsho TV journalist Abdirahman Keyse Tungub, who had just done a report in Las Anod about the local population’s exasperation with the intensification of the fighting in recent days. The National Union of Somali Journalists (NUSOJ) condemned Tungub’s arrest by the Somaliland’s security forces as “a ploy to intimidate the local journalists.”
“We condemn the closure of privately-owned TV stations and we call for the immediate release of these two journalists, who were just doing their job,” said Arnaud Froger, the head of RSF’s Africa desk. “The already deteriorated security environment for journalists covering this conflict has been compounded in recent weeks by growing, unjustified harassment by the Somaliland authorities. The arbitrary arrests and closures must stop and the freedom to inform must be guaranteed."
Bidhanshe was the third journalist to be arrested in the space of two weeks for reporting criticism of the Somaliland authorities. Freelance journalist Adam Jama Oogle was arrested at his home on 14 May after reporting in a Facebook post that the Sool region’s inhabitants supported Somali unity. He was finally freed after being held for nine days without charge.
Somalia is ranked 168th out of 180 countries in RSF's 2018 World Press Freedom Index, one place lower than last year.
