Recently I received the following response from the nutritionist for Save-On-Foods (a grocery chain that operates in Alberta and British Columbia) to my query on the bulk jelly beans they carry:

Sorry for the delay in getting back to you on this - it took a little digging. 
Good news is...YES, the bulk jelly beans are gluten-free and the supplier stays constant. 
So enjoy - but I know you'll be eating lots of other healthy food too!

This is good news but I will still personally avoid the blue/green colored jb's that are available during the Easter season.
