Well, a new story against annatto. Can annatto legally be treated this
way, OR is there a specific example of such treatment, OR is this just
heresay speculation? With Chris's permission, since no evidence was given
to him, I'm asking those so claiming to provide some evidence:

Either a specific product, company, and contact info OR a cite from the
Code of Federal Regulations that a label item "annatto" or "annatto
extract" in food can be so treated.

The Code of Federal Regulations is available and searchable on-line. (Any
search engine should find it under that complete phrase.) There are
several entries for annatto and the extract.

Annatto has been discussed on this list before (search the archives) with
specific contact info. Either water washed or solvent (list of acceptable
ones in the Code) extracted. Two major suppliers of the extract use a
petroleum based one, an alcohol as I recall.

In fact, has anyone ever found an annatto product with an off-limits
alcohol?

Without evidence such as I've asked for, I'll continue to treat annatto as
safe to eat without checking further. Apparently, I don't have an allergy
to annatto, as some may.
