My mum always fixed us mustard plasters:

Mix equal parts rice flour and Coleman's dry mustard with cold water. You
can mix 2 parts mustard to 1 part flour for a hotter mixture.
Spread the paste on a paper (bag) or wax paper cut to fit the chest area and
put a rag on top. Place the cloth on the chest. Apply skin cream first so
you don't burn your skin with the mustard.
It works!
In Canada you can get Benylin cough syrup with Codeine.(GF)
