I didn't post this but also wondered about that.

When I spoke to the butcher at the King Kullen supermarket, he said for
what they grind there in the store, Dept of Agriculture requires that that
form  be all meat.  He described it as a truth in labelling sort of
requirement meant to keep out cheaper breading.

On the other hand for the commercially packaged ground meats (think of
ground turkey by Perdue, etc,) the list of ingredients usually says,
natural flavors (natural flavoring, I don't remember which). I'm sure that
term has a different definition by Dept of Ag than by the FDA. Anyone ever
talk to them?

If there's breading  then it should show up in any carbohydrate count
that's there in those Perdue like packages.  In turn the protein gluten
will be less than 10% of that in grams.
