  A few weeks ago we were discussing food labeling as a result of discussions
with an FDA representative at the CSA conference. In addition to lobbying our
congressmen, she stated that we need to write a "citizens petition" to the
FDA. It will be logged in, a notice published in the Federal Register stating
acceptance. Then they publish proposed rule. They have 120 days to comment,
then the final rule and effective date. This can take YEARS from start to
finish.
  She recommended that we lobby to list source on label, but first need a
gluten- free definition. Next we need process utilized listed. Additionally
we need to lobby for listing of natural flavors, modified food starch, etc.
Incidental flour on conveyer belts is currently not listed.
  With the current number of people affected by gluten, it is time to take
responsible action with a group of people to somehow start this process. I
wrote this in my evaluation form after the conference. We may not currently
agree with what other countries consider to be gluten- free, but other
countries do list gluten- free on their products, according to their
standards. It's time the US did too!
  The above procedure would only affect the FDA, but I don't know what is
necessary to do the same for the US Agricultural Dept. This encompasses meat,
poultry, soups, frozen foods, etc. Any comments?            Lynn Samuel from
