Yes. With or without CP. The walls of the bladder/urethra relax with time. That's why many women do Kegel exercises. The best way to learn how to do them is to pee, stop your pee, pee, stop your pee, etc. After you get the feeling of which muscles you are clenching, you can do the exercises any time. They strengthen the muscles.
