There was quite a response from this one and I've learned that it is best to also call the manufacturer because Delphi List is not seen as reliable to some as it is to others. It brought in close to fourty replies. I'll try to summarize, but according to calls to Hershey the miniatures are NOT GF for reasons below.
"Thank you for posting this. I have to admit that
I didn't believe it, though, because I held the
same belief that you did -- so I called
Hershey's! And they verified it. She said it
was because the Krackel contains malt, and the
Miniature bars can be intermingled in processing,
and any of the bars could end up with some amount
of malt. I've eaten Miniature bars (but not the
Krackel, of course) before, and haven't detected
a problem. But their description of the process
is enough for me to stay away. I did, however,
experience a gluten reaction to Nestlé's Nest
Eggs (a candy they put out at Easter) -- a
similar situation, where one flavor of the Nest
Eggs contained gluten, but the other flavors did
not. I just ate the ones that did not contain
gluten, but had a very bad reaction. Am only
conjecturing, but suspicious that it might be a
similar situation.

The customer service rep at Hershey's told me
that gluten ingredients will be clearly marked on
all Hershey's product labels. When I asked about
the Miniatures, she told me that they are marked
with a single aggregate label (not separated by
type), and that ingredient list identifies malt.
I haven't looked at one of their labels in a long
time, so I don't know if what she said is the
case or not. I'll have to give a look next time
I see a package, just to satisfy my curiosity."

"I was told by Dr. Jospeh Whyte at Mayo Clinic, that Hershey's dust the conveyor belt with flour so that the smaller sized bars don't stick. Which is what makes them not Gluten Free." This was not confirmed by Hershey company, but felt it was worth adding.

"Yup, you're right. I just called the company. Thank you for letting us
know."
Approx. 17 people called Hershey and confirmed. Depending on who they spoke to they got somewhat varying answers with most saying it is shared lines with the Krispy bars and pieces of the Krispy get in with the other bars. The Krispy has malt from Barley. One was told it was simply due to the bars all being in the same bag together which is also something to consider since the wrappers are not sealed and particals can entire from one to the other.
Many of the replies (99%) were friendly and thankful for the heads up on this even if I didn't call the company and got the info from the Delphi Site. Thanks so much for that and nice suggestions on how to handle this in the future. There was also the nasty reply that was out of line and why many poeple don't even subscribe to this list or post on this list if they do subscribe. And from what I see the nasty people don't even know they are nasty and when you point it out to them they get nastier and put it on you all the more. They need anger management classes and some professional help. Please no nasty emails to this, just my view. It hurts this important list serve that people are counting on for information that affect their health and lives. If people can't reply nice they need to not reply. These same people will tell you you can eat the product you're questioning after telling you you shouldn't post without calling the manufacturer to verify. Yet they never called the manufacturer either.
Even if a product does not contain gluten in itself, if it picks up gluten from a surface or being in a container with gluten product it now contains gluten and is no longer GF. Some people on this list are highly sensitive and wish to know if a product has any gluten at all in it, this is not limited. I'm one of those people. Cross contamination is an issue to me and the product to me is not GF. It may be ok to someone who is not sensitive. If anyone gets sick from something and they feel it was gluten even if they didn't call the manufacturer or the manufacturer said it didn't have gluten containing ingredients, I want to know about it. You can email me anytime, please save my email address for this. I'd rather have a heads up and have to further investigate then be sick for days and do further damage.

Thanks:
Betty
