I substituted a spare hard drive with same programs on it with fresh
Windows 95a on it and it ran fine.  That made me suspect some
settings.  After a week of searching, I remembered working with the
shareware program i-speed to try to tweak my dialup connection.  Using
freeware EasyMTU, I forced a reset of the MaxMTU and other registry
settings to windows default.  After a reboot all network transfers now run
as fast as they should.

Thanks to all who replied.  I was not aware that tweaking the dialup MaxMTU
setting would affect the network card settings.
