I have had this problem on many modems, all of which were Cirrus Logic chips
(33.6, 56), which gave a "no dial tone" error the day after a storm.
Coincidence?  Maybe, but the workaround, as you have already suggested, is
uncheck the "wait for dial tone" box (and add a comma or 2 at the beginning
of the number to dial).  Mostly, the modem works fine without recognizing
the dial tone.  Often you will have to manually disconnect, though, as the
modem doesn't always "know" when the remote modem hangs up.
