Alex,

You need to create a system registry entry that associates rar type files
with WINRAR.

Open your WINDOWS Explorer and browse to a *.rar file.  Point to the file
name and SHIFT+right-click on the file name.  Now select OPEN WITH from
the menu.  Scroll through the list to find WINRAR -- if it is not in the
list, then use the BROWSE button to go point to the application and select
it.
Make sure you turn on the check box (at the bottom) for ALWAYS USE THIS
PROGRAM..........
and finally click OK.

Now that the file type is registered and associated, both Netscape and IE
should automatically call up the WinRAR application when you click a link.
