Hi -

One option if milk is the only allergy is to go to Kosher restaurants.  This
works well in areas with a sizeable Jewish population.  I konw that lists
of such restaurants exist; try asking at your local synagogue, they might
know where to find one.  Be sure to go to MEAT or PAREVE establishments.

In cities, and some other spots around the country, you can often find
vegan restaurants.  These places are good for milk allergies AND egg
allergies, although horrific for nut allergies.

By the way, the Kosher option may be your best bet if you're travelling
abroad, since many countries have laxer food labelling laws than the US
has.
