First check the BIOS and see if the secondary IDE port is active.  95 has a
habit of shutting it off when installed on some older machines and less
expensive motherboards.  if it is off and you can't enable it there's a fix
at www.motherboards.com I think.  As far as both lights going on the same
port, sounds like the cable is on wrong.  Also if it's off the HD, make sure
it's set as slave and the HD is set as a master in a 2 drive system (if that
option exists.
