Hmmm....

Uninstall everything Norton and your computer will work again. The
box NU comes in is nice, so you can put it on a prominent shelf to
brighten your day.

I found the culprit to be Norton AntiVirus AutoProtect. I disabled it and my
computer no longer takes 40 sec to reboot. I tried all the troubleshooting
steps listed at Symantec's website ( disabling power management, disabling
fast shutdown, etc.) but nothing worked. Even if you load autoprotect from
the startup programs it will still hang on shutdown. I just make sure I scan
all my downloads and run Regular antivirus scans frequently.
