Hi Susan,
        (delurking here) :)
        In addition to CD, I also have a condition called acne rosacia
which can affect my face and arms in such a manner.  However, in most (but
not all) cases this condition starts at the earliest in your 20's, and
_most_ commonly in your 30's and 40's.  Further, it usually affects people
who are prone to blushing and have rosy cheaks.
 
        Some triggers are hot and/or spicy foods, hot beverages, and foods
which you are alergic to.  Is her face unusually red?  Has she been
sneeking forbidden foods?  Other than that I would suspect puberty.
However, with puberty I am not so sure about the arms.  Best to check with
your Doctor.
